Cape Town and Visa Expertise needed

Any advice accepted. I am a UK citizen who is going out to South Africa with a view to live in Cape Town from April 2004 to December 2004. My queries are as follows;
1) What are the practicalities of staying longer than the official 6 month stay? Is it similar to other countries where you do ‘visa runs’ to neighbouring countries? Is the overstay fine acceptable?
2) What areas would you recommend to live in? I would like a studio/1 bed in a fairly safe yet central part of cape town. Plenty to walk around during the day – including the seafront.
3) What would the approximate cost of such a flat be per month?
