I don't know if Passports has any specific rules, but each airline has its specifications. The rule of thumb is one carry-on per person, something that can fit in the overhead compartment or under the seat. (Of course every flight I go on someone manages to smuggle aboard something the size of a suitcase or three carry-on bags.)
