HOW CAN TEACHERS TRAVEL FREE?

This is the question most frequently asked by traveling teachers.
Passports (and other student travel operators) purchase air tickets
and travel services overseas at prices low enough to offer free travel
to group organizers. The usual ratio of paid/free travelers is 1/6,
although other "pro-rates" can be used, particularly for very large
travel groups seeking the lowest price possible.
